Todd West and Regina Pierce created ROCKFEST in 1990 to showcase up and coming bands through the Underground, plus many unsigned acts. The idea was to have Rockfest as an industry showcase for the artists to display their talents to potential labels and media. The event is designed to be held in a festival setting and can scale from the smallest club to the largest open-air concert.

Rockfest can now be licensed by other parties, giving anyone who meets the criteria a chance to host events under the Rockfest banner.
